James S. Patton, P.E. is President and Founder of PATTON CONSULTANTS, LTD.   For more than 45 years he has served as a planner, civil engineer, land development manager, and consultant to federal, state, and local governments and agencies, educational institutions, as well as legal, business, and financial services entities.  He received his BS in Civil Engineering from Swarthmore  and his Master of City Planning from the University of Pennsylvania.  He is a licensed  Professional Engineer in Maryland. As an officer in the U. S. Navy Civil Engineer Corps, he was stationed at US Naval Base -Guantanamo Bay and in Washington, D.C.. Mr. Patton directed comprehensive planning and urban renewal programs for a major mid-Atlantic planning consultant.. During the 1970's, his Western Pennsylvania consultancy provided surveying, planning, site engineering, and architecture to many municipalities, quasi-public and private clients.  In the 1980's,  Mr. Patton  managed land planning and site engineering projects for several Baltimore area consultants.

Since  beginning PATTON CONSULTANTS, LTD. in 1990, Jim Patton has consulted on the creation of agricultural land preservation easements  for numerous Baltimore County land owners. Federal agencies and local governments  have benefited from his experience. Campus planning and site engineering services have been provided to a number of Baltimore Area schools, both public and private. Private developers and land owners have called upon his expertise to assist them in planning, engineering and constructing their projects. Mr. Patton has appeared as an expert witness before many area quasi-judicial and judicial venues. He has been responsible for projects ranging in size and scope from a few thousand square feet to areas of more than a thousand acres.

Jim has been involved in a number of local charities and presently is active in the Friend's of Hancock's Resolution.
